Xiamen Delegation Pitches Double Hundreds Talent Program at MIT

Cambridge, Mass. – Xiamen is a beautiful city with growing economic power on the west side of the Taiwan Strait. In the evening of May 27, the Xiamen Municipal Government delegation successfully held Overseas Talents Forum and Double Hundreds Talent Program promotion conference at MIT Faculty Club.

In his speech to around 200 attendees, Mr. Chen Qiuxiong, director of Xiamen Municipal Committee of Ministers of the Organization, mentioned that Xiamen was among the original four special economic zones when China’s Open Door policy was formed in early 1980s. He also outlined a series of preferential policies and measures to attract talent.




At present, the city has established a comprehensive policy system on the introduction of in-service personnel, foreign experts, overseas returnees, Taiwan talents, graduate talents and post-doctoral talents.

These policies will further enhance the city’s competitiveness in attracting global talents. For example, qualified talents can apply for financial subsidies (2,000-6,000 yuan per month) or preferential treatment on housing rental or purchase.

In April 2010, Xiamen Municipal Government promulgated the Interim Measures of Xiamen for Attraction of Overseas High-level Talents and Proposals on Facilitating the Development of Venture Business Base on the Western Coast of Taiwan Straits and Attraction of Leading Entrepreneurs. According to them, Xiamen plans to attract 100 overseas high-level talents and 300 leading entrepreneurs in the next 5 to 10 years, which is now known as “Double Hundreds Talent Program.”

In his speech to the attendees, Mr. Bai Xineng, director of Human Resources of Xiamen University, pointed out that the development of Xiamen city also benefited Xiamen University. “Xiamen University is among the top universities in China, and is embracing globalization in its education and scientific research. We are hiring professors and associate professors with international experience, on full-time or part-time basis,” said Mr. Bai.

Mr. Ye Huang grew up in the campus of Xiamen University, and is practicing law in Boston. He told reporter that he would like to teach summer classes at Xiamen University, and got positive feedback from Bai Xineng.

Changfeng Zhang graduated from Xiamen University School of Music, and is father of internationally renowned young pianist Niu Niu (牛牛). He mentioned that his son would have a solo concert at Jordan Hall in the evening of May 31.




Yiming Fan of Xiamen University Boston Alumni Association had spent a lot of time in preparation for the Xiamen delegation’s visit. She had worked closely with Zhidong Fu and Yuluan Chen and other Xiamen University alumni for weeks to ensure every details of this conference. “There is no better place to attract talents and promote the that Double Hundreds Talent Program than in Cambridge. I’m just glad that we made a small contribution to the success of Xiamen delegation’s visit,” said Ms. Fan.

Detailed descriptions of the “Double Hundreds Talent Program”. (Website: http://200.xm.gov.cn)

1. Policy supports: an annual fiscal budget of 150 million Yuan will be allocated to support the “Double Hundreds Talent Program”.

A subsidy of 1 million Yuan will be provided for each introduced overseas high-level talent and this municipal subsidy shall not preclude or prejudice against any other subsidy of a higher level. For any talent who is included in the national “One Thousand Talent Program”, subsidies of various levels may add up to 4 million Yuan. In addition, supports will also be provided in the acquisition of scientific research and project subsidies as well as professional title certifications. Any talent who sets up a venture enterprise may also enjoy the supportive policies for leading entrepreneurs.

Various types of subsidies amounting to RMB 23 million Yuan at the maximum will be offered to leading entrepreneurs, including a startup venture capital of RMB 1 to 5 million Yuan and various other governmental venture investments, loan discounts and scientific research funds. Such a limit may also be exceeded for particularly excellent projects. Moreover, a premise with an area of 100 to 500 square meters (free of rentals for five years) will also be provided and the locally-reserved part of the individual income taxes will be fully refunded within the first three years.

2. Life guarantees: talents of the “Double Hundreds Talent Program” may enjoy preferential policies in terms of housing, spouse employment, children education and medical treatment, etc.
